Can I read what they tell?

No. Each seat opens a separate account and archive. Nobody reads anyone else's.

How do I hand out a seat?

From your plan: you name the seat and send its link to the person it is for.

What if someone leaves?

Removing a seat, or ending the plan, ends access through it but deletes nothing. They keep their archive and can go on with a plan of their own.

Can I cancel?

At any time, in one click, from Settings.
